American Engineering Corporation (Head Office: Ginowan City, Okinawa; President and CEO: Kenneth Mark Exsterstein; hereinafter referred to as “AEC”) received a business suspension order from the Okinawa General Bureau on June 5, 2026, pursuant to Article 28, Paragraph 3 of Japan’s Construction Business Act.
The order relates to multiple construction projects in which individuals who did not possess the qualifications required under the Construction Business Act to serve as Chief Engineers or Supervising Engineers were assigned to those roles.
We sincerely apologize for the concern and inconvenience this matter has caused to our customers, business partners, and all other stakeholders. AEC takes this matter very seriously and is committed to implementing measures to prevent recurrence and to ensuring full compliance with the Construction Business Act and all other applicable laws and regulations.
A summary of the business suspension order is provided below.
1. Scope of Suspended Business Activities:
・Business activities incidental to commercial construction projects involving civil engineering; building; carpentry; plumbing; steel structure; painting; waterproofing; interior finishing; machine & equipment installation; telecommunication; fittings; and fire protection facilities works in Aomori, Iwate, Miyagi, Akita, Yamagata, Fukushima, Ibaraki, Tochigi, Gunma, Saitama, Chiba, Tokyo, Kanagawa, Yamanashi, Nagano, Fukui, Shiga, Kyoto, Osaka, Hyogo, Nara, Wakayama, Tottori, Shimane, Okayama, Hiroshima, Yamaguchi, Fukuoka, Saga, Nagasaki, Kumamoto, Oita, Miyazaki, Kagoshima, and Okinawa Prefectures
2. Period of Suspension:
・22 days, starting from June 20, 2026 through July 11, 2026
3. Continuation of Project Performance Under Existing Contracts:
・In accordance with Article 29-3, paragraph 1 of the Construction Business Act, construction work pursuant to contracts entered into before the administrative sanction was imposed may continue during the period of business suspension. As a corporate entity, we remain committed to maintaining adequate project execution structures and ensuring that the performance of existing contracts will not be affected adversely.
